The United States Department of Agriculture (USDA) reported that SNAP funds are compromised by the shutdown of federal funding and that the use of the contingency fund is subject to legal conditions that limit the speed of the process.
In one of its recent statements, the USDA warned that although there is a court order to release resources, “simultaneous distribution in all states cannot be guaranteed” as deposits depend on the load in each state system.

- Check your payment schedule: For November 2025, some sources indicate that Texas could issue benefits between November 1 and November 28, depending on the “EDG number” or case number.
- Adjusted amounts: due to partial funding, the maximum amounts were almost halved nationwide; for example, a household of four could receive up to approximately USD 497 this time.
- Support alternatives: As federal funds normalize, organizations and food banks in Texas are urging SNAP recipients to turn to local resources to avoid running out of food.
Texas HHSC and the community, vigilant in the process
The Texas Health and Human Services Commission (HHSC) has disclosed that it “will issue SNAP payments as soon as it receives the appropriate federal guidance”.
Meanwhile, the food aid community in the state warns that a prolonged delay could have serious consequences for the food security of thousands of families.
