CLEVELAND, Ohio – Facing rising costs and slowing revenues, Cuyahoga County Executive Chris Ronayne is proposing deep cuts to the county’s health and human services network — including MetroHealth and the ADAMHS Board — in 2026 and 2027 to balance the books while still investing in key priorities he says will pay off later.

The two-year plan, which Ronayne will formally present to County Council on Tuesday, outlines more than $634 million in general fund spending each year, leaving no margin for unexpected costs in what is already a complicated and unpredictable budgeting cycle.
